      LOCAL DONATION SITE AT THE MICHAEL J. YAKES RECREATION COMPLEX
       
      The City of Gulfport and the Juvenile Welfare Board with the support of the MYFoundation and the Juvenile Welfare Board South County Community Council has coordinated a donation drop-off location at the Michael J. Yakes Recreation Complex, 5730 Shore Blvd. S., starting Thursday, April 9, 2020 at 9AM. The donation site will be open Monday-Friday, 9AM-3PM, until further notice. Donations will be aimed at the recovery of children and support families in need of aid and relief.
       
      The Juvenile Welfare Board South County Community Council/MyFoundation is seeking items such as:
      • Grocery Gift cards
      • Cleaning and household items
      • Uber and Lyft Gift cards
      • Diapers and Formula
      • Children’s Clothes
      • Bread, peanut butter, pasta, spaghetti sauce, pop tarts, canned veggies, fun snacks for kids, fruit cups, mac and cheese.

      CITY OPERATIONS: COVID-19
       
       
      City Leaders are working closely with our federal, state, county, and local partners
      including DOH-Pinellas, law enforcement, fire/EMS, and schools during this COVID-19 pandemic.
       
      City Staff is supporting the coordination, planning, resources application, and responses with our community and government partners.
       
      The City Call Center has expanded its question criteria to better assist our residents. Should you need to speak to a City Staff member, please call (727) 893-1000.
       
      The City Communications team continues to share messaging with residents and community groups via the city website, email newsletter, the television station, and across social media. 
       
      The City’s Sanitation and Public Works Departments have enhanced our facility sanitation protocols to protect our employees and residents. 
       
      The Building and Community Development department has closed access to the office and permitting counter. Permitting will be conducted via email at permits@mygulfport.us. If you have questions in regards to permitting, please call (727) 893-1024 or email permits@mygulfport.us. All payments will be collected via credit card over the phone. 
       
      • Outside inspections will continue by calling the inspection line at (727) 893-1057. 
      • If you need to request an interior inspection, please call (727) 893-1024.
       
      The Municipal Marina’s ship store and boat ramp is open; following the CDC’s social distancing guidelines. The Marina’s fuel dock is open; boats need to remain 50 feet apart per FWC. Reservations for the mooring field and transient docks are temporarily closed. The pump out vessel is operating on normal scheduled hours. The Marina’s day room is closed. The Marina’s bathrooms and laundry rooms are open. Call (727) 893-1071 to reach Marina Staff.
       
      The Gulfport Police services building remains closed to the Public. If you have a police emergency, please dial 911. The non-emergency police phone number is (727) 582-6177.
      • If you absolutely need to come to the police station, there is a telephone outside the front door that will automatically connect you to the dispatch center so that an officer can respond if necessary.
      • The following police services remain suspended:
      • Fingerprinting
      • Bicycle registration
      • Prescription drug drop-off
      • Parking permits (enforcement of resident parking restrictions will also be suspended)
      • Police officers are being instructed to respond to calls via telephone whenever possible. They will respond to major crimes, crimes in progress, or if there is evidence that needs to be observed or collected. Other calls will be evaluated on a case-by-case basis.
      • We will continue to patrol and enforce criminal and traffic laws, although officers are being advised to maintain safe distances and to not have personal contact (i.e. handshaking) with people unless absolutely necessary.
       
      The Utility Department has suspended all customer walk-in service activities until further notice. City Residents with Utility, Water, and Sewer billing questions are advised to call (727) 893-1016 or email utilitiesinfo@mygulfport.us. Customers who would like to pay their bill over the phone via credit card are advised to call (727) 893-1017. Credit card/electronic payment processing fees have been temporarily waived to promote remote payment.       • All disconnections to utility accounts due to non-payment are suspended. Customers should pay what they can to avoid building up a large balance that will be harder to pay off later. 
      • Customer service representatives are available Monday through Friday 8 a.m.-4:30 p.m. If you have a water emergency after normal operating hours, please call the non-emergency police number at (727) 582-6177. 
       
      Gulfport Fire and EMS are responding in capable full status, no decompensation and degradation in service as of today. Emergency first responders have expanded their personal protective gear and sanitation protocols. You may see our first responders waring additional equipment such as masks and gloves – no reason to worry as this is a precautionary step to stay as safe as possible. 
       
      • The Gulfport Public Library remains closed to the Public and no fines will be incurred during this time. The Library will also distribute the latest at https://www.facebook.com/GulfportLibrary. If you have any questions, please leave a message at (727) 894-1074, a member of staff will return your call.
       
      • The Gulfport Public Library has a number of free services patrons can utilize to checkout eBooks, audiobooks, magazines, or learn a language. Simply go to the https://mygulfport.us/gpl. A number of vendors are also extending free services to the public through public libraries. As these become available we will keep the public informed through our Facebook page https://www.facebook.com/GulfportLibraryFL/.
       
      The Public Works Department is working the regular sanitation and recycling pickup schedules. At this time there is no change to the sanitation and Wednesday brush pickup service. Call (727) 893-1089 to speak to a Public Works Customer Service Representative if you have any questions or concerns. 
      • City of Gulfport parks, including dog parks and the tennis courts, are open.
      • All fitness areas, playgrounds, beach pavilions, Casino boat dock, volleyball courts, and the municipal beach, including public beach parking, are closed. 
      • The County is requiring that community pools remain closed.
       
      The Gulfport Recreation Center’s programs and classes are closed including Teen Night, After School, Tot-time and VPK. All rentals of pavilions and recreational areas are suspended until further notice. The lobby area at the Recreation Center is closed. The skate park and field remains open; the basketball courts are closed.  
       
      The Multipurpose Senior Center remains closed.
      • All Senior Center activities, classes, and groups are cancelled until further notice.
      • This closure includes the GEMS Transportation Service. Staff will be available to provide alternate transportation and / or delivery options to medical appointments by calling (727) 893-2242.
      • Reassurance calls will continue as normal.
      • Senior Center Staff will facilitate the food pantry to serve residents in need.
      • Additionally, the City of Gulfport is working closely with Neighborly Care Network (NCN) to ensure delivery of their services will continue. Please contact NCN at (727) 344-2111 for more information.

      Pinellas County extends local state of emergency, expands on local orders 
      Due to COVID-19, County will require non-essential businesses to close through April 30
       
       
      Pinellas County Government has advised under the state’s new order, senior citizens and people with significant underlying health conditions must stay home and take all measures to limit their risk of exposure of COVID-19. All others can leave home only to obtain essential services or perform essential activities. Pinellas County Government also decided that the best way to implement these requirements and keep the public safe is to require the temporary closure of non-essential businesses and require social distancing compliance by businesses considered essential under the state order. To accomplish that, the County issued an executive order mandating:
       
      1. Retail businesses, operations or organizations not included in the category of essential services or activities listed in the governor’s order must close.
      2. All business, operations and organizations continuing to operate pursuant to the governor’s order must comply with CDC guidelines for social distancing and hazard mitigation.
      3. The County Administrator is empowered to issue orders to close businesses that are not in compliance.
       
      Citizens who do not fall into the high-risk category may still get exercise outdoors, including walking, biking, fishing and swimming, provided they adhere to social distancing guidelines. City of Gulfport parks, including dog parks and the tennis courts, will remain open.       20-91 Essential Services and Activities Executive Order 
       
      On Wednesday, April 1, Governor DeSantis issued Executive Order 20-91 to provide guidance to all those present in the State of Florida to limit movement and activities to only those deemed essential. This order takes effect on Friday, April 3, 2020 at 12:01 a.m. The order will expire on April 30, 2020.
       
      DIRECTIVES IN THIS EXECUTIVE ORDER
       
      Section 1: Stay At Home
      1. Senior citizens and individuals with a significant underlying medical condition (such as chronic lung disease, moderate-to-severe asthma, serious heart conditions, immunocompromised status, cancer, diabetes, severe obesity, renal failure and liver disease) shall stay at home and take all measures to limit the risk of exposure to COVID-19.
      2. All persons in Florida shall limit their movements and personal interactions outside of their home to only those necessary to obtain or provide essential services or conduct essential activities.
       
      RECOMMENDED ACTIONS
       
      Remember, we can all help to prevent the spread of disease by:
      • Staying home when you are sick.
      • Avoiding close contact with people who are sick.
      • Avoiding touching your eyes, nose, and mouth.
      • Covering your cough or sneeze with a tissue, then throw the tissue in the trash.
      • Cleaning and disinfecting frequently touched objects and surfaces using a regular household cleaning spray or wipe.
      • Washing your hands often with soap and water for at least 20 seconds, especially after going to the bathroom; before eating; and after blowing your nose, coughing, or sneezing.
      • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty.
       
      A NOTE FOR OUR RESIDENTS
       
      Movement in support of essential activities is still permissible. For example: 
      • Travel to and from work for employees deemed to be essential or providing an essential service.
      • Travel to the grocery store or pharmacy to purchase food, medications, or essential items.
      • Travel to medical appointments (check with your doctor ahead of your visit).
      • Travel to a restaurant to pick up carry-out orders.
      • Travel to care for a family member or loved one.

      FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION
      Executive Order 20-09
       
      In an effort to prevent the spread of the coronavirus, the Florida Fish and Wildlife Conservation Commission issued an executive order requiring recreational vessel occupancy be limited to no more than 10 people per vessel and maintain a minimum distance of 50 feet between vessels.
       
      The FWC distance provision does not apply to permitted mooring fields, public or private marinas or any other permanently installed wet slips. It remains in effect until the governor’s executive order 20-52 expires or until further notice.

      EXECUTIVE ORDER 20-87 FROM GOVERNOR DESANTIS
       
      Florida is experiencing an increase in individuals fleeing to Florida from out-of-state locations where “shelter-in-place” orders are being implemented and/or community spread exists. In accordance with Executive Order 20-87, the Governor has ordered, effective March 27, 2020, that all parties engaged in rental of vacation rental properties, as defined in section 509.242(1)(c), Florida Statutes, to suspend vacation rental operations. Vacation rentals are prohibited from making new reservations or bookings and shall not accept new guests for check-in for the duration of this order.

      Pinellas County Enacts Safer At Home Resolution
       
       
      Pinellas County Government on Wednesday, March 25 enacted a directive to all residents to stay at home except for essential activity such as trips to grocery stores, medical appointments, and jobs deemed essential. The executive order will take effect at noon on Thursday, March 26. The directive allows non-essential businesses to remain open as long as they follow the Center for Disease Control’s social distancing guidance.

      In accordance with Executive Order 20-71 issued by Governor Ron Desantis, the following is effective immediately:
       
      1. Restaurants must suspend on-premises food consumption by customers. Such establishments may operate their kitchens for the purpose of providing delivery or take-out services. Employees, janitorial personnel, contractors and delivery personnel shall be allowed access to such establishments for the purposes of delivery or take-out services.
       
      1. Restaurants licensed to sell alcoholic beverages limited to on-site consumption are temporarily permitted to sell packaged beverages, subject to the following conditions:
       
      1. The beverage must be in a sealed container.
      2. The sale of any beverage must be accompanied by the sale of food in the same order.
      3. Any deliveries of beverages must comply with Florida Statute 561.57
       
      We will educate and seek voluntary compliance, but enforcement is allowed under 252.50 Florida Statutes, which makes it a misdemeanor to violate any provision of an emergency order. Alternatively, we can make referrals to the Department of Business and Professional Regulation for enforcement on licensees.

      CITY OF GULFPORT MUNICIPAL BEACH AND CASINO DOCK CLOSURE
       
      On March 19, 2020, at 4:25 p.m., Pinellas County Government passed Resolution 20-17, that effective March 20, 2020 at 11:59 p.m., and extending through April 6, 2020 at 11:59 p.m., all public beaches and public beach parking located within Pinellas County are closed.
       
      To further enhance social distancing measures and discourage excessive gatherings within the public beaches and beach parking areas within the county, as provided by the Pinellas County order, the City Manager orders the following:
       
      • A closure of the Municipal Beach and Casino docks effective March 20, 2020 at 11:59 p.m. and extending through April 6, 2020 at 11:59 p.m.
       
      The City of Gulfport continues to closely monitor the coronavirus, COVID-19. The health and safety of our residents is our top priority.       City of Gulfport PUBLIC LIBRARY CLOSING
       
      The Gulfport Public Library is committed to the health and wellbeing of the citizens we serve. Effective Thursday, March 19, 2020, the Gulfport Library will be closed to the public in accordance with the American Library Association (ALA) guidelines recommending all public libraries close in light of the COVID-19 Pandemic. Furthermore, the other libraries in the Pinellas County Library Cooperative are closing for the safety of the public. Employees will still be on hand staffing phones to answer reference questions (727) 893-1073, and resolve any circulation issues (727) 893-1074. If you have any questions, please call Monday-Friday from 10 AM to 5 PM.
       
      The Gulfport Public Library has a number of free services patrons can utilize to checkout eBooks, audiobooks, magazines, or learn a language. Simply go to the https://mygulfport.us/gpl/. A number of vendors are also extending free services to the public through public libraries. As these become available we will keep the public informed through our Facebook page https://www.facebook.com/GulfportLibraryFL/. We will also distribute the latest news concerning the library from that page.

      Cultural Facilities and Events Cancelled Until Further Notice
       
      The City of Gulfport continues to closely monitor the coronavirus, COVID-19. The health and safety of our residents is our top priority. City Officials are working in cooperation with our Federal, State, County, and local partners in preventing the potential spread of the coronavirus within our community.
       
      Based upon the guidance from the Federal Coronavirus Task Force and Governor DeSantis’ Executive Order, the City of Gulfport has advised all event organizers to implement recommended actions, particularly in ways that protect persons at increased risk of severe illness.
       
      To continue to enhance social distancing measures and prevent excessive gatherings, all Cultural Facilities and City Sponsored Special Events are cancelled until a re-evaluation can take place on or about April 15, 2020.
       
      Public Health is everyone’s responsibility. Event gatherings offer more opportunities for person-to-person contact and therefore pose greater risk of COVID-19 transmission. Based on what is currently known about the virus, spread from person-to-person happens most frequently among close contacts (within 6 feet).

      As of March 17, 2020, Governor DeSantis issued Executive Order 20-68 placing limitations on bars, pubs, nightclubs and restaurants for the entire State of Florida as a result of COVID-19. The City of Gulfport will be implementing the Executive Order immediately.
       
      To further enhance social distancing measures and discourage excessive gatherings within restaurants and any other establishment that serves alcohol for on-site consumption covered by the Governor’s order, the City Manager orders the following:
       
      1. Bars must close today, Tuesday, March 17, 2020 at 5:00 p.m. for 30 days.
      2. Restaurants must immediately reduce/limit their occupancy to 50% of current building occupancy.
      3. Restaurants must limit parties to 10 individuals with a six (6) foot separation between any group of patrons.
      4. Effective, March 18, 2020, in Pinellas County, all restaurants must discontinue the sale of alcohol at 10:00 p.m.
      5. Restaurants must implement the screening of all restaurant employees.

      Department of Business Professional Regulations issued license held.

      City of Gulfport UTILITY CUSTOMER ASSISTANCE
       
      Since many utility customers may be facing unusual financial hardships as a result of COVID-19, the City of Gulfport is suspending disconnections to utility accounts due to non-payment effective immediately. Customers should pay what they can to avoid building up a large balance that will be harder to pay off later. Credit card/electronic payment processing fees have been waived to promote remote payment and reduce City Hall traffic. Customer service representatives can assist with nearly all utility related functions via telephone Monday through Friday 8am – 4:30pm by calling (727) 893-1016.

      City of Gulfport SENIOR CENTER CLOSING
       
      After careful consideration of issues related to the COVID-19 and the social atmosphere among the susceptible elderly population within the Gulfport Senior Center, the City of Gulfport has determined that in the interest of public health and safety, the Gulfport Senior Center will be closed effective Tuesday, March 17, 2020. All Senior Center activities, classes, and groups are cancelled until further notice.
       
      This closure includes the GEMS Transportation Service. Staff will be available to provide alternate transportation and / or delivery options to medical appointments by calling (727) 893-2242.
       
      Reassurance calls will continue as normal. Senior Center Staff will facilitate the food pantry to serve residents in need. Additionally, the City of Gulfport is working closely with Neighborly Care Network (NCN) to ensure delivery of their services will continue. Please contact NCN at (727) 344-2111 for more information.

      Keeping our children, community, and employees safe is our top priority. In an effort to keep the community healthy and prevent the spread of COVID-19, the City of Gulfport Recreation Center will be suspending all programs including the children’s spring break program effective Tuesday, March 17, 2020. All programs, fitness classes, and events located at the Gulfport Recreation Center have been suspended through March 29, 2020. To that end, we have cancelled all library sponsored events. Community partners, and most community groups have also cancelled use of the meeting room, including; AARP Tax Help. The Circle of Friends of the Gulfport Library have suspended the acceptance of donated materials until further notice.

      PINELLAS COUNTY DECLARES LOCAL STATE OF EMERGENCY
       
      The Pinellas County Board of County Commissioners held and emergency meeting at 3 p.m. today and voted to declare a Local State of Emergency due to the COVID-19 Pandemic.
       
      In part, this declaration will allow for increased procedures for screening, reduced visitation at long-term care facilities (such as assisted living facilities and nursing homes), where currently some 13,500 Pinellas citizens reside, as well as cancellation of special events where large crowds would gather to protect the public.

      Health and Wellness Expo Inside Casino Postponed
       
      Thursday, March 12, 2020 – In cooperation with the Senior Center Foundation, this Saturday’s March 14th Health and Wellness Expo inside the Historic Gulfport Casino is postponed until Saturday, June 6, 2020.
       
      Public health is everyone’s responsibility. The Department of Health recommends everyday preventive actions to help stop the spread of respiratory diseases, including:
       
      • Avoiding close contact with people who are sick;
      • Staying home when you are sick and avoiding contact with persons in poor health;
      • Avoiding touching your eyes, nose and mouth with unwashed hands;
      • Covering your cough or sneeze with a tissue, then disposing of the tissue;
      • Washing your hands often with soap and water for at least 20 seconds, especially after going to the bathroom, before eating, after blowing your nose, coughing or sneezing;
      • If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if hands are visibly dirty; and
      • Cleaning and disinfecting frequently touched objects and surfaces using a regular household cleaning spray or wipe.
