Bahamas Chatter: Report of cruise ships damaging the seabed near the Berry Islands
The COVID-19 pandemic has forced shutdown of active cruise ships operations in the Bahamas and cruise ships have been allowed to shelter in Bahamian waters. According to a report from the director of the Bahamas National Trust, fishermen in the Berry Islands have reported significant damage to the seafloor from cruise ships’ anchors and chains dragging across the seabed. Two miles west of Little Stirrup Cay, a private cruise port (AKA Coco Cay), it’s reported there are 15-18 cruise ships anchored two to three miles apart. The fishermen have said, the anchors are sometimes dragging along the seafloor as ships fail to properly anchor or have to be repositioned.
On Sunday a dive team found “significant damage” to the marine environment allegedly caused by ship anchors.“The anchors are totally destroying the fishing grounds, and dragging through the coral. The chains are dragging coral and mountains of sand, ripping up the shoals and bars, totally devastating the fishing area. It looks like someone was driving a bulldozer across the seafloor,” the report alleged. A team is urgently putting together a comprehensive assessment to determine the extent of the damage and quantify the value of the damage and the potential remediation costs.
The report stressed that all vessels sheltering in Bahamian waters are “obliged to anchor, operate and navigate in a safe manner and in all respects compliant with all local laws and regulations, including safety and environmental regulations.”It added: “This extends to discharges of any kind, to the avoidance of any protected or restricted areas, and to the avoidance of damages to any sensitive commercial and environmental resources including reefs.”
Divers from the Royal Bahamas Defence Force and the Department of the Environment have been ordered to carry out further anchorage site assessments between the Berry Islands and Bimini.
Editors note: Most cruise ships should be able to use Dynamic Positioning to maintain a fixed position providing it is properly manned.

A controversial order by the Federal Communications Commission, which slipped through in the midst of the Covid-19 crisis, could threaten the reliability of hundreds of millions of GPS units, according to BoatU.S.
Distrusting just about everything I read these days, it comes to no surprise hearing about what the FCC has now incorporated into down grading the GPS signal, all for profit? What affects will this have on our military, overseas flights and lets bring it home, cruising in the Bahamas? Thank goodness for Boat US for their aggressive opposition !

By NEIL HARTNELL # Tribune Business Editor # nhartnell@tribunemedia.net # New Customs “check-out” processes have created “another obstacle to encourage boaters not to visit”, the Association of Bahamas Marinas (ABM) chief blasted yesterday. # Peter Maury told Tribune Business he had already received complaints from visiting boats and yachts after Customs implemented regulatory changes mandating that all vessels departing The Bahamas first obtain a “certificate of clearance” from the agency. # The ABM president, arguing that it created further unnecessary red tape and bureaucracy, also challenged why Customs was imposing fees on exiting boaters for this certificate and associated vessel inspections when this was not provided for in the Customs Management (Amendment) Regulations 2020. # Lamenting the government’s failure to consult the private sector, Mr Maury questioned whether the new procedure would aid The Bahamas’ battle against drug and firearms trafficking plus illegal fisheries poaching given that criminals were unlikely to willingly present themselves to Customs before departing this nation’s waters. # He argued that The Bahamas was effectively “penalising the law abiding and failing to catch the lawbreakers” through a procedure that took effect from July 1, which was just before the US Independence holiday weekend that is traditionally one of the busiest times for local marinas. # Marlon Johnson, the Ministry of Finance’s acting financial secretary, told this newspaper that the “certificate of clearance” was designed to ensure all pleasure craft entering The Bahamas’ waters paid due cruising permit fees. # Given that these are based on the time a vessel remains here, he argued that the procedure – passed by the House of Assembly as part of the recent budget debate – would enable the government to accurately determine and levy the appropriate fee. # Mr Maury, meanwhile, said Bahamian marinas over the weekend generally appeared to have received “50-60 percent” of the US Independence holiday business volumes generated pre-COVID-19. # While acknowledging that “it’s by no means going to save the country”, the association president added that “at least it’s better than zero” – which was what the sector and entire country had to endure at the peak of the COVID-19 lockdown. # While marinas will “not take profits to the bank”, Mr Maury said the weekend’s performance had been enough to suggest The Bahamas may enjoy an extended summer season (hurricane depending) with marinas able to earn sufficient to meet their obligations and stay in business until the peak season resumes in late November. # Although “the flow of traffic has been good”, Mr Maury told Tribune Business: “We had a lot of complaints about the about the new Customs policies. Customs wants the boats to check-out with them to see if they have illegal ammunition and under-sized fish on board. # “My point to the Customs officer was: ‘I’ve been alive for 50 years, The Bahamas has been here for 400 years. How many people have checked out with you with drugs, illegal crawfish, ammunition and alcohol on board?’ The answer was: None. # “It’s not supposed to be a fee, but it’s a way for Customs to get money from them [boaters]. This is just another obstacle to encourage boaters not to come to our country. Stupid,” he added. # “They don’t consult with the private sector. We have the answer under the ABM through the entry portal that they fill out, and Customs can get all that information, but they have to come back and check out with Customs. It’s another way for Customs to bill them.” # Mr Maury said he “already has boats being charged” a fee for the certificate of clearance, and added: “It’s happening now. One officer said they’re not going to inspect the boat for free. It’s amazing. # “I asked them what’s the point, and they said it’s to watch out for things like illegal guns, ammunition and fish. I said: ‘You really think the guys poaching are going to be checking in with you?’ # “They’re penalising the people that are not breaking the law but are not catching those who are breaking the law. We’re making the law-abiding come in, check in and pay more. That is going to cause them to go to the Caribbean and other countries that are welcoming them instead of us,” the Association president continued. # “Our slogan should be: Welcome to The Bahamas; we’ll make your life horrible’. That’s Customs’ way to solve the country’s ammunition and border problems. They’re going to bill Customs fees, get overtime and do whatever else they do. People have already had to pay but it doesn’t say anything about fees. # “I asked an officer why he was charging them when no fee is mentioned. He replied that it was free for locals only. When I asked how much non-Bahamians pay, they replied that it depends on the officer.” # The Customs Management Act’s newly-altered regulations mandate that boats entering The Bahamas on a temporary cruising permit “shall not depart” without the vessel applying to Customs for a “certificate of clearance”. Failing to comply can result in a maximum $5,000 fine upon conviction. # The vessel is required to declare any firearms and ammunition present, along with all imported goods and the duty paid on them. Details on the boat are also required. # Mr Johnson said Customs “has full rights” to board and inspect any vessel in Bahamian waters, and added: “The legislation was updated to require persons leaving The Bahamas to report when they do so. It requires a vessel to clear The Bahamas on departure and apply for a certificate of clearance. # “I know one of the reasons for this is that the pleasure craft fee depends on time spent in The Bahamas. For us to adjudicate that properly, and keep track of their movements, they need to declare that and bring it up with Customs.” # Mr Johnson said he was unaware of any fee being charged, adding that the implementation and operational details were left to Customs. Dr Geanine Moss, the Customs comptroller, did not return this newspaper’s e-mail seeking comment before press time last night. # Mr Maury, meanwhile, said the marina industry had been sufficiently encouraged by the US Independence weekend to believe it can ride out the remainder of 2020 even though many boats came in briefly to pick up guests and provisions before heading out to sea. # “It wasn’t massive; we might have been at 50-60 percent for most marinas. At least is was half of what it was in previous years,” he told Tribune Business. “It’s by no means going to save the country but in the same instance it’s nice that there’s some business happening. # “It makes you feel better after three months of nothing. It’s not near where we’ve been in past years, but at least it’s better than zero. If the weather stays good and we have no hurricanes, the season could extend into some of the hurricane months, which is badly needed. # “This sure means we can keep our heads above water; we have a good chance of that. We’re not going to bank anything or take profits to the bank, but we will be able to pay our utility bills, bank bills and employee bills and ride through.” # Mr Maury voiced optimism that The Bahamas’ boating market will gain more confidence to travel if the country stays storm-free and avoids any resurgence of COVID-19 infections. # Acknowledging that the surge in new Florida cases was “alarming”, he added: “I’m hoping we keep our borders open and protocols in place. If there’s a steady flow for the next couple of months I think we’ll be OK until the end of the year.”

Royal Marsh Harbour Yacht Club Open Letter
Who would think that anything could push Hurricane Dorian and its destruction of Abaco out of our collective minds, but something did. As we watched the Abacos struggle to gain a foothold on the devastation caused by Dorian yet another catastrophe, Covid 19, hit not only our Bahamian friends but the entire world. In an instant, the focus switched from assisting Abaco in their recovery to assisting the world in the prevention and recovery of a pandemic. Covid 19 greatly affected the boating community, especially those already in the Bahamas. There were many uncertainties and questions of safety. One of the benefits of belonging to an organization such as RMHYC is the help and support the members provide to each other.
Overnight the major NGOs recalled their personnel. Contractors from the US and other countries returned home to take care of their own families. The Bahamas closed their borders to all. The recovery came to an abrupt halt. But all is not lost. Significant headway was being made before the restrictions caused by Covid 19. Supplies had been shipped in to help rebuild and headway was being made.
There was momentum. As we know, the Bahamians are STRONG! They have rallied against the odds and have kept that momentum going. Good news has continued to come from Abaco.
Several RMHYC members were in Eleuthera when the borders closed and inter-island travel was banned. Those boats were quarantined for several weeks as the pandemic ramped up. Once travel restrictions lifted, they headed back to the US on a route through Abaco and stopped at Abaco Beach Resort, the home base for RMHYC. Two Club boats spent several nights at the resort and reported that Abaco Beach Resort is making great strides and will be ready for us in November!
A few days ago, I had a conference call with the owners and general manager of Abaco Beach Resort and Boat Harbor Marina. We discussed the upcoming season and what we can expect. The short answer is the resort will be fully open for our return in the fall. Much of the work is already done.Thedocks will all be new and have newutilities. Docks 1 & 2 are 100% complete with all utilities.
Docks 3, 4, 5, 6 are in various stages of construction but will be completed in 2 months. The pool is open and looking good. The new laundry room is open with brand new machines. The pool bar and outdoor restaurant is open now. The new main restaurant will be located up at the hotel and is still under construction. The new function tent is up and waiting for the return of the Commodore’s Ball.
Take a look at the RMHYC Facebook page for some very encouraging pictures and information. The only thing missing is “you”!
We all know it will be very different than before. Marsh Harbor is still nowhere near recovered though things are happening daily. Heavy equipment has been working to clean up Dove Plaza and the pictures are encouraging. Recently, the Bahamian government extended a program of VAT tax relief on building materials going to Abaco until June 2021. It will be a slow process for sure but in my opinion, quite exciting to experience. Kind of like a Phoenix rising from the ashes.
I am hoping that because of the Bahamian “gap year” most of us have experienced, we can get more RMHYC members in Abaco than ever before! I for one have been Jones’n for the Abacos and I am really looking forward to being back there next season.

On May 17, the Prime Minister announced modifications to the Emergency Powers Orders. Boaters on pleasure craft anchored offshore in Bahamian waters (who have effectively been social distancing for 14 days or longer) are now permitted to go ashore to conduct routine business, while maintaining appropriate social distancing protocols.
Bimini will be under a complete lockdown from Monday, May 18 at 9:00 p.m. until Saturday, May 30 at midnight.
The Prime Minister announced the re-opening of normal commercial activity on the following Family Islands: Cat Island, Long Island, Abaco and Andros, as of May 18. Mayaguana, Inagua, Crooked Island, Acklins, Long Cay, Rum Cay and Ragged Island, are open for normal commercial activity as of May 4. Notwithstanding the resumption of commercial activity, weekday curfews and weekend lockdown measures remain in place, as do physical distancing measures and the requirement to wear masks.
Modifications to the current ban on inter-island travel were also announced. The Ministry of Health has developed protocols to allow individuals presently in The Bahamas but not on one of the above listed Family Islands, to travel to those specific islands. This policy and protocol will require individuals to register with the Ministry of Health by emailing covid19travel@bahamas.gov.bs and submitting to an evaluation by a Ministry of Health-authorized physician. Individuals who are deemed low risk will be issued a COVID-19 Authorization Travel Card which will allow for travel to these specific Family Islands. Individuals may start this registration process on ?May 20.
Residents of the Family Islands listed which are cleared for commercial activity may travel between those islands by plane or boat without a COVID-19 Travel Authorization Card. Those on the Family Islands cleared for commercial activity may also travel to New Providence and Grand Bahama, however in order to return to their respective islands they must complete the procedures and processes outlined above.
Except for the new protocol and the Family Islands described above, any other inter-island travel must be pre-approved by the Bahamas’ Civil Aviation Authority.
Emergency Powers Orders – Travel Restrictions, Curfew and Lockdown Information
All airports and seaports of The Bahamas remain closed to incoming international flights carrying visitors until at least May 30 (including private airports). In his May 17 national address, Prime Minister Hubert Minnis previewed that the Bahamian government is “looking at a possible opening date for commercial travel on or before July 1st,” but emphasized that it will “only be applied to those islands where the outbreak has been contained” and that these dates can change depending on changing circumstances.
The 24-hour curfew regulations continue throughout the month of May, with full lockdowns taking place each weekend in May from 9:00 p.m. on Fridays through 5:00 a.m. on Mondays. During the lockdown periods, only hospitals, hotels with guests, law enforcement and essential utility personnel are excepted from these around the clock shutdown restrictions. We urge all U.S. citizens still in The Bahamas and its territorial waters to shelter in place?or stay in your home and yard, on your vessel, or in your lodging during these lockdown periods, until the regular 24-hour curfew regulations resume at 5:00 a.m. on the following Monday.
Scheduled Commercial Airline Flights to the United States as of 1200 EDT May ?18
International scheduled commercial flights and private charter flight options, while limited, currently still exist in The Bahamas. All flights require the use of face masks. U.S. citizens who wish to return to the United States should make arrangements as soon as possible unless they are prepared to remain abroad for an indefinite period.
Nassau: JetBlue has scheduled flights from Nassau to Fort Lauderdale on Thursdays during the month of May. Please contact the airline directly.
Freeport: Silver Airways is currently offering flights on most Thursdays from Freeport to Fort Lauderdale, contingent upon demand. Please contact the airline directly.

Some private charter companies have confirmed their ability to provide flights into the United States directly from The Bahamas. We encourage you to contact charter companies directly with questions regarding availability and cost.
A CRUISERS NET SPONSOR, Staniel Cay Yacht Club, a favorite destination for cruisers in the Exumas has always been most accommodating to its visitors. This is your chance to return the support for this fine community through these Care Packages via Makers Air in Fort Lauderdale.
Staniel Cay’s community and the SCYC Staff have always made visitors feel welcomed with warm smiles and open arms. However, today, Staniel Cay is among the many islands who have been closed for preventative measures to protect the community. And although the Exumas have been fortunate to be completely free of COVID-19, they are still feeling the effects of this pandemic.
So many of you have reached out and asked what you can do to help support them during this time. We are happy to announce that the Staniel Cay Yacht Club in conjunction with Makers Air, is spearheading a Care Package Initiative for the employees of the Staniel Cay Yacht Club and the entire community of Staniel Cay.
We will be procuring and assembling care packages of food and household items at the Makers Air hangar in Fort Lauderdale to be flown to Staniel Cay. Upon arrival, our team will personally deliver each care package to the individual households on the island.
If you are financially able to assist in this difficult time, and so inclined, please show your support by donating to this cause in one of two ways:
We will be selling a special, limited edition dri-fit shirt to raise funds for care packages. 100% of profits from the sale of the shirt will go to the cause. Please click the link below to purchase.
If you prefer not to receive a limited edition shirt, follow the link below and make a direct donation to the Care Package fund.
We appreciate all of your support in showing Staniel Cay and the staff of SCYC how much they are loved during this time! Our goal is to raise $10,000 which will cover the direct cost of 100 care packages.
Thank you and we look forward to seeing you on Staniel Cay again soon!

If you use Marine Traffic or other AIS mapper and pan about the Bahamas and FL, you will see even more. Sad for the trapped crews. I think they are getting bunkered and provisioned occassionally though.

A REPORT FROM EYEWITNESS NEWS, BAHAMAS– The bridge from Spanish Wells to Russell Island has collapsed, cutting off access to the islands and cutting off the community’s access to its main water supply.
Progressive Liberal Party Senator Clay Sweeting told Eyewitness News a cement truck and golf cart were on the bridge when it collapsed shortly before 2 p.m.
Sweeting said the government signed a contract to replace the bridge in July 2019.
“It’s been deteriorating for some time,” he said.
“The new bridge is in containers on Russell Island waiting to be installed, so right now it’s not too much that can be done. There are a lot of residents on Russell Island that cannot transport themselves to Spanish Wells and vice versa.
“Also the water main is attached to the bridge and that also has collapsed. So now the community over there will be without water for the most part.”
Sweeting added: “Right now we are trying to assess the situation not much we can do. We need to get some heavy equipment in.”

CRUISING PERMIT UPDATE – from the Bahamas Customs Department:
“Because of the Emergency Orders that are in place, any vessel in Bahamian waters whose Cruising Permit expires will not be penalized. Once the E/O has been lifted, the renewal process will be resumed.” Regards, Geannine R. Once again Greg Allard graciously shares his photographic skills and descriptive writing to help lift our spirits during the pandemic. Thank you Greg.
Rum Cay, a magical place in the southern Bahamas, has always been one of our favorite cruising destinations. Sadly, this is a photo of the dock (and a marina) which are no longer there, damaged by a couple of hurricanes and destroyed by some serious island troubles. (Much too long a story for here.)
Off to the left in the distance, you can see the ocean breaking on the reef which runs along the southern side of the cay; when the marina was open, it was quite a challenge to work your boat through that reef to reach the marina.
