        I do not know about West End, However here in Freeport on Grand Bahama some of the canal entrances on the South side of Grand Bahama have had large boulders washed into them from hurricane Matthew and vessels entering these entrances should proceed with extreme caution especially at low tide.

      The following is an article from The Florida Times-Union: Florida wildlife officials expressed concern Wednesday the government of the Bahamas is in talks with China to split fishing rights in waters east of Florida.

      State Fish and Wildlife Conservation Commission Executive Director Nick Wiley said the potential deal, as reported, could impact Florida’s commercial and sport-fishing industries.

      “China, their interests in this, would get exclusive access to fisheries in Bahamian waters,” Wiley said. “A lot of people may not realize this, but the boundary between the United States waters and Bahamian waters is still in dispute. It’s still not been clarified, so that further makes this an issue. The government of the Bahamas hasn’t released details of the negotiations.

      The Nassau Guardian newspaper has reported that the government of the Bahamas has given the green light to its embassy in Beijing to pursue agricultural and fishing partnerships with China. The proposal reportedly could bring $2.1 billion in cash, along with agricultural and farming equipment, into the Bahamian economy, over 10 years.

      The proposal by the Bahamian government, according to the Guardian, states: “While realization of a reasonable return on an investment in agriculture is a relatively slow process, requiring substantial capitalization over many years, participating companies in the initiative will within months of commencement of operations realize positive cash flow from the sale of seafood.”

      Under the reported terms of the deal, the government would lease to 100 companies — each jointly owned by Chinese and Bahamians shareholders — 10,000 acres in Andros Island, along with fishing licenses.

      “It is anticipated that the agricultural products and the seafood will be used either for local consumption or will be exported to China or the U.S.A. for sale,” the proposal says. “The management of participating companies will resolve to do what is in their best interest.”

      Commercial fishing for conch, lobster, snapper and grouper are mainstays of the Andros Island’s economy. However, the indication is that the Chinese firms want to target dolphin, kingfish, marlin, tuna and wahoo.

      Wiley said the Fish and Wildlife Conservation Commission has reached out to the government of the Bahamas for additional details.

      “It’s something we really need to figure out what is going on. We really don’t understand it yet,” said Commissioner Robert Spottswood, the president of a Key West real-estate development company. “But the potential impact for us in the Keys, in Florida and for the U.S., of the Chinese government getting involved in fishing in the Bahamas could certainly affect the balance of what is going on in fisheries in South Florida.”

        According to the latest report, directly from our Prime Minister, this conversation/idea is dead.
        It was an idea our minister of marine resources put out to the Chinese for feedback.
        There was quite an uproar here in the Bahamas.
        I don’t expect to hear much about it except from those that will get the information later and believe it is an ongoing process.

        Not knowing the actual numbers it seems unlikely China would be willing to compensate the Bahamian population(this affects ALL Bahamians not just the government) for the loss of American tourist dollars brought in by the fishing industry.

        I know the Chinese have long held a large tract of land on the tip of Grand Bahama Island where they have oil storage and tanker terminal facilities but surely this is helping China out a lot more than the average Bahamian.

        Tell me this is just another fantasy rumor…

        The US needs to do more to strengthen relations with the Bahamas so they won’t look to the Chinese for support in our backyard. We need to recognize the economic expansionist goals of the Chinese (see South America and Africa) or we will be caught flat footed again.

      CHUB CAY, The Berry Islands, The Bahamas — After viewing the damage left in the wake of Hurricane Matthew on Chub Cay, Minister with responsibility for Hurricane Relief and Restoration the Hon. Shane Gibson pointed out, on October 31, 2016 that Chub Cay’s damage affects residents of North Andros, many of whom are still attempting to restore their lives after the Hurricane’s onslaught on that nearby island.

      He explained that with the resort at Chub Cay now closed, persons who worked on the operational side were no longer on the job — unless they were able to work on construction and maintenance.

      He described it as in fact “a double blow” for those who worked on Chub Cay, and came from Lowe Sound.

      Minister Gibson led a small team to the island to view the damage and the work done by the property to address and rectify any issues. He said that it was his first visit to Chub Cay and he was very impressed by the property and the restoration efforts that are already full swing. Minister Gibson also related what he saw during the tour of the property.

      “When you look at the homes that were impacted, obviously it is going to be a while before they get back to some sense of normalcy again…. Quite a number of the homes have some damage to them. The marina is closed right now, which is really preventing them from having their normal operations,” Minister Gibson related. “When you look around and see the kind of damage that they have, I think they estimate that they have four or five million dollars in total.”

      Minister Gibson met a number of Bahamians who were working on the restoration and construction process, as well as being guided through work being done by a subcontractor, Jones Industrial Maintenance, by the company’s CEO Kristan Jones.

      He noted that it appeared to him, the biggest challenge the property will have is getting the company that normally repairs the marina to schedule them in — considering that a number of marinas in The Bahamas and the Southeastern US seaboard where affected by Hurricane Matthew.

      Minister Gibson also pointed out that a number of the homes were insured and that the adjustors had already viewed them. The ones that were not insured belonged to high-income owners who would probably address that issue personally, he noted.

      When asked about government assistance being considered in the restoration effort, Minister Gibson quickly pointed out, “they are operating 100 percent independent of us.”

      He added that some benefit has come to the employees with respect to restoration in that a number of high net worth persons, who own homes at Chub Cay, have already begun repairing accommodations of a number of the employees.

      However, Minister Gibson’s thoughts were again on the residents of Lowe Sound, who cannot work on Chub Cay until the repairs and restorations are completed.

      “Some of them are not able to work now because the resort is closed and, of course, for most them, they lost all of their belongings,” he said quietly.

      While not a navigation school, the Coconut Grove Sailing Club, in Coconut Grove Florida does offer informational sessions as we prepare for our annual “Adventure Rendezvous” which will be coming up in the spring of 2017. We generally have sessions that address Gulf Stream navigation, vessel preparation and safety, local knowledge – customs etc. In the past we have circumnavigated the Florida Keys, gone to Bimini, and the Abacos. For spring of 2017 we are considering the Exumas or Cuba.       I am looking for a school to learn basic navigation, especially reading charts, my goal is to get a boat and cross from Florida to the Bahamas Islands, starting with Bimini and eventually Grand Bahama and then Nassau.

      If there a school that offers basic navigation, I don’t want to do all self studies, I have questions and need answers.

      The 47 marina and allied members of the Association of Bahamas Marinas are open for business and are anticipating a busy winter season, almost all members having experienced no significant damage during the recent hurricane Matthew, according to ABM president Stephen Kappeler.

      ABM members were reporting full restoration of power and water to their docks and resorts within a day or two of the hurricane, the small eye of which traveled over the Exumas, Nassau, Chub Cay and Grand Bahama Island. All the Exuma marinas including Highbourne Cay and The Marina at Emerald Bay (Sandals) reported no or slight damage with Safe Harbour at Cave Cay soon to repair two damaged docks and fully operational with other docks.

      In Nassau and Paradise Island, all marinas escaped unscathed. In the harbour, Bay Street Marina and Nassau Yacht Haven reported no damage and are fully functional. Palm Cay on the southeast coast of New Providence only had a couple of channel markers misplaced while marinas at Lyford Cay and Albany were undamaged. Albany chose to close temporarily to cleanup foliage and make the luxury estate pristine.

      In Grand Bahama, Old Bahama Bay & Yacht Harbour is open for business, waiting to be reconnected with power soon. Bradford Marine in Freeport Harbour is up and running with restored power for its dry dock, travel lift and all its repair services. Port Lucaya Marina is open for yachts, having reported a few vessels underwater while Grand Bahama Yacht Club’s clubhouse and docks are fine. On Friday October 21, power and internet returned to Port Lucaya Marina and the power company expects Grand Bahama Yacht Club to have power by Saturday. (From an article in thebahamasweekly.com)

      Our thanks to good friend, Greg Allard, for this report.

      I’ve been in contact with the Bimini Sands Marina, which is on South Bimini. Jonisha at the marina advises that they had no damage, and they are fully operational. This is good news.

      The early reports from West End, Port Lucaya and the Grand Bahama Yacht Club (all on Grand Bahama) indicate that they are not open; the amount of damage is unknown. Since those marinas, and their counterparts on Bimini are the
      two main points of entry into the Bahamas for most cruisers, those heading to the Bahamas may find themselves relying on Bimini as their first port-of-call until the marinas on Grand Bahama reopen.

      Some boats at the houseboat dock in kids cove got a thorough thrashing. None sunk, but major upper hull and deck damage when lines parted and they were hitting each other.

      Nine boats broke free in the hurricane holes. Three or four holed with damage and sunk.

      Three in behind February point that will probably have to get cranes to plop them back in. Two more sank behind crab cay.

      But no injuries down here that we know if either. The surge in the south wasn’t tooooo bad. Don’t know about Moss Town area, but it was probably 5-6 feet. Far far less than Lilly!

      All is fine on Abaco. She never lost the internet or power. The worst was this morning with tstorms. Gusting to 50 and lots of rain. About 3 to 4″. All cleared up now.

      Thursday morning:
      Good morning! – and it is a GOOD one. The worst is past, and there have been no VHF reports of extreme or emergency situations. It is still raining on and off; winds are still high, approx 70, but apparently ALL have made it OK. Nobody slept, the howling was even louder than the thunder, with branches and debris hitting the roof. The eye stayed 40 miles or so offshore, and that help keep the wind speed down a bit. Also was worst at mid – low tide. A few are braving the wind and doing a quick check. Some shingles off their houses, trees, branches, debris everywhere. More later. They will have their hands full with clean-up. Power still off, but has had internet! Another amazement!! We are all very grateful!

      At 2:19 am EDT Thursday, winds at a personal weather station (PWS) on Staniel Cay, Exumas, located in the strong right eyewall of Matthew, about 30 miles east-northeast of hurricane’s center, peaked at 92 mph, gusting to 101 mph. The pressure bottomed out at 984 mb at that time, and 12.95” of rain fell in the 7-hour period midnight to 7 am EDT.

      WU member ExumaMET reported this from the island of Exuma, which Matthew sideswiped on Wednesday evening: Morning all. It was an intense night here. I recorded Sustained winds over 100 and gusts way into category 4 strength with one gust hitting 153mph before something took out my instrument. We’re still in tropical storm force and it should be interesting to see what the island looks like as the sun comes up.

      The dangerous right front quadrant with Matthew’s highest winds began pounding the most populous island in The Bahamas, New Providence, on Thursday morning around 8 am EDT. Winds at 9 am EDT at the Nassau airportwere 58 mph, gusting to 85 mph, and the pressure was falling rapidly. Extreme winds are the main danger on New Providence, though a storm surge of up to ten feet is possible. Fortunately, the capital of Nassau is on the more protected north side of the island, which is less vulnerable to storm surge. High tide is at 11:46 am EDT, and the highest storm surge will likely arrive shortly before then. Tidal range between low tide and high tide is about two feet, so the timing of the high tide relative to a possible ten-foot storm surge can contribute up to a 20% increase in the observed storm tide (the height of the water above ground.)

      The weaker left-side eyewall of Matthew will be punishing Andros Island late Thursday morning and into Thursday afternoon. Late Thursday afternoon, it will be Grand Bahama Island’s turn to receive a beating.

      According to an article published in Sport Fishing magazine http://www.sportfishingmag.com/bahamas-fish-to-florida a new exception goes into place September 13, 2016 in Florida waters, allowing anglers to possess and land filleted dolphin, wahoo and reef fish that were caught in Bahamian waters. Similar allowances for dolphin and wahoo, as well as modifications to existing recreational regulations for reef fish managed as snapper-grouper being brought back from the Bahamas by water, went into effect in Atlantic federal waters in January 2016. These regulations apply to fish being transported by water only and do not apply to fish being transported or shipped by air.

      Skin must remain on the fillet (to aid in identification by law enforcement).
      Anglers must comply with Atlantic federal bag and vessel limits.
      Two fillets count as one fish toward the bag limit.
      Vessels must have valid Bahamian cruising and sport-fishing permits.
      Passengers must possess a valid government passport with current Bahamian stamps and travel dates.
      Travel through state waters must be continuous and gear must remain stowed. Fishing gear that is appropriately stowed means terminal tackle, such as hooks, leaders, sinkers, etc., must be disconnected and stowed separately from the rod and reel.
      Fish landed under these exceptions cannot be sold.
      Bahamian regulations may be different than those in U.S. state and federal waters. Before you return with your catch, make sure you comply with the more restrictive U.S. and Bahamian recreational bag and possession limits. For example, species that are prohibited from harvest in the U.S., such as queen conch, goliath and Nassau grouper, cannot be transported back into U.S. waters by boat. Spiny lobster must be in whole condition and can only be transported into U.S. waters during the recreational season (Aug. 6 through March 31).
      The changes will allow more fishing freedom for Florida’s residents and visitors while creating consistency between state and federal regulations.       The introduction and petition identify the cause. Please join us in making the Central Exumas a safer place to live, visit and cruise.       Dear Residents, Visitors, Cruisers, Business Owners and all those connected to the Central Exumas,

      BTC is failing the people of the Central Exumas and it is time to speak out!

      Data and cellular based services are failing all of us yet we continue to be billed for services that are not rendered. We can no longer accept these failures as “a way of life” in the Family Islands.

      THE KEY TECHNICALITIES:

      Data via WiMAX (Worldwide Interoperability for Microwave Access) is not new technology. It is proven throughout the Caribbean and the world and serves to effectively connect citizens in remote areas where there is limited infrastructure. You are not receiving the bandwidth that you purchase as part of your communications package! You have been lead to believe or you accept that this technology functions here as best it can.

      Voice via CELLULAR or GSM (Global System for Mobile Communications) and “landlines” are not new technology and fail equally. Connectivity fails throughout the system. From the extreme, no signal to dropped calls. A multitude of message notifications are applied that inaccurately inform you why you cannot reach the party you are calling. How many times have you heard the message “we are sorry, the person you are calling has not set up their mailbox or the mailbox is full”? It has been proven that this message is BTC’s way of telling you we couldn’t connect you and it is not our fault. Your landlines likely don’t function at all. In most instances, mobile phones cannot be connected to land lines!

      Outdated equipment and increased growth are the assumed primary reasons for these technicalities. These failures effect all of us on a personal level and those who provide goods and services in the area, it effects your business!

      Hard copy signatures will be collected in the area throughout the week of 1-AUG and, along with your electronic signatures will be forwarded via direct courier and electronically to BTC. Our goal to petition is the second week of August. PLEASE SIGN now! PLEASE spread the word.

      Staniel Cay, Great Guana Cay, Farmers Cay and the surrounding cays make up a community of citizens, visitors and business owners that live and love a life of extraordinary measure.       Just wanted to give you an update on Winding Bay’s latest shenanigans.

      RDA (Responsible Development for Abaco), with a lot of help from Fred Smith, filed for a Judicial Review against 9 government departments for “lack of consultation”. As a result, BEST posted the EIA, EMP, latest site plan, and a couple of cover-your-ass letters on their website (www.best.gov.bs). They also called a town meeting in Cherokee Sound on June 27th. At the meeting, the developers announced that the marina was critical to the survival of the Abaco Club, and would generate 1000 construction jobs. A ludicrous number, any way you look at it. They said that 6 moorings would have to be moved, but couldn’t say where to, or whose moorings they are.

      They also said that WSC (Water and Sewerage Corp.) had tested the water in LH and found it “unswimmable”, full of E. coli and fecal matter, and that their marina would actually clean up the harbour by installing a pump out station. Please see below a couple of quotes along these lines, and also WSC’s response to our queries about the tests. There’s a big difference between “unswimmable” and “undrinkable”.

      Disney is moving ahead with plans to build a cruise ship pier on Egg Island, North Eleuthera. Among many concerns is that Egg Island’s natural beauty and ecology will be destroyed if Disney proceeds with its plans to develop the island.
