    • SC Boaters to be Impacted by Changes to Tax Collections

      Your editor’s personal experience with tax officials in Charleston during the five years we lived aboard was very positive. Tax officials were boaters themselves and took every route to keep our taxes correct, especially after having received incorrect tax bills. Let’s hope these new changes will not affect how taxes are calculated.

       


      Changes to county property tax collections will impact SC boat owners beginning in 2020

      Columbia, S.C. (Nov. 25, 2019) — As a result of legislation changing the way that counties collect property taxes on boats, in January of 2020, boat owners and buyers in South Carolina will begin to see changes in the way that boat registrations are issued by the S.C. Department of Natural Resources (SCDNR). The changes to the registration process will be phased in over the next three years as current registrations expire and will result in an annual registration process for boats that more closely mirrors the system used for automobiles.
      The most visible and immediate change for boat owners will be that boat registration renewals will be done on an annual basis, rather than every three years as they are currently. The fee for the new annual registration will be $10 (1/3 the cost of the old three-year fee of $30). Once fully implemented, the annual registration fee will be included on and paid via the boat owner’s county property tax bill, just like SCDMV vehicle registration fees are paid, which should be more convenient for boat owners than getting a separate bill.

      Another change is that under the new law, property taxes for boats will be collected by counties in advance (or “prospectively”) for the coming year. Under the old system, property taxes for boats were collected “in arrears,” or for the previous year. Once the property taxes and registration renewal fee for the coming year have been paid by the owner, the county will notify SCDNR to issue a new set of annual registration numbers for that vessel.

      These changes to state law were requested by counties to aid them in accurately collecting the property taxes due on boats. SCDNR is currently working with tax collection officials in all 46 counties to help implement the new requirements and ensure that boat registrations are integrated into the new, annual system. It’s important to note that for boat owners with current registrations, those registrations (and the decal and “numbers” issued by SCDNR for their hulls) will continue to be valid until they expire. The new system should also benefit the prospective buyers of used boats, by making it easier to determine if the property taxes on a potential used purchase are current. Buying a boat on which back property taxes are due can cause major headaches when the new owner attempts to title and register the vessel.

      Key things for current/prospective boat owners to keep in mind
      Currently Registered Boats: Current numbers & decals will remain valid until they expire. Counties won’t begin billing current owners for the annual registration until January of 2021, and only then once their current registration is due to expire. So, for a registration renewed in 2019, that owner’s tax bill should not reflect a charge for annual registration until 2022.

      Tax Questions: The change to annual registrations may change the look of your yearly tax notice from your county of residence. Counties will begin issuing the new, prospective, tax notices for boats registered within the county beginning in 2020. Individual counties will determine and implement changes to their tax collection processes as directed by the new law. Please note that questions about a boat owners’ individual tax bills MUST be directed to that county’s Auditor or Treasurer’s Office. SCDNR Boating Office assistants will NOT be able to assist owners with questions about their individual tax bills/notices.

      Month of Expiration for New Registrations (new boats or used boats coming from out-of-state): New registrations will be based on the DATE OF SALE. For example: Upon registration, a boat purchased in January will receive a title and registration decal valid through the following January, regardless of when the owner applies for the registration (late fees will apply to registrations initiated more than 30 days after the date of purchase). A tax bill for the year covered by the registration will then be mailed by the county, and in subsequent years the county will mail a bill that includes the annual registration renewal.

      In-State Changes of Ownership (transfer of an already-registered boat from one SC owner to another): After purchase, the new owner will need to visit their county tax office FIRST to pay the taxes due for the coming year. The new owner can then apply for title & registration in their name using the paid tax receipt and other required documents. (They will need to apply within 30 days of purchase to avoid late fees.)

      Current Owners: The expiration month on the vessel’s current decal will continue to be the month that property taxes are due on that boat. For example, if the boat registration expires in June, then both property taxes and annual registration fees for the coming year will be due in June. (Again, current three-year registrations will be valid until the year of their expiration).

      Non-taxable Boats Titled and Registered in S.C.: SCDNR will continue to mail renewal notices for boats that are non-taxable (boats that a county has determined have reached the end of their taxable life or dollar threshold). Their expiration month will not change, and the renewal notices will become annual.

      Purchasing a Used Boat: SCDNR strongly recommends that prospective buyers research the registration and tax status and any potential recorded liens of any S.C.-registered boat BEFORE purchasing it, using our free online look-up service.       Shopping for boats at the Palmetto Sportsmen’s Classic
      Springtime is prime time for South Carolinians attending the Palmetto Sportsmen’s Classic and other outdoor expos to shop for good deals on new boats. Both aspiring and current boat owners need to be aware of changes to how boat taxes and registration renewal fees are collected in the Palmetto State that will be implemented beginning in 2020.

        A transient vessel is just that,,,,,,,,,transient. You pull into port, stay a few days, off-load or load cargo, then depart. If you want to live there and avail yourself of government services, then register with the State/County.

        What about documented vessels?
        Do documented vessels have to also be state registered?
        Documented vessels don't have titles. Is that a problem?
        What about people who do not own property in SC?
        What about people who live out of state but have vessel in SC?
        How long may a vessel be in SC before it is required to register in SC?
        What is considered a transient vessel?

      Watts Cut is a straight, narrow AICW channel that connects the South Edisto River with the Dawho River south of Charleston. Our thanks to Heather Craven for this report.

      Went through Watts cut at low tide and followed the center of the channel and the lowest depth was 8.1 feet. We draw 6.0 feet.

      If you are not familiar with the area, please communicate with me to make sure you are in the right spot.   

      There will be lighting along the sidewalk, and spot lights on the beach.  If you have extra lights please bring and we will try to accommodate.

      Our thanks to Hubert Hopkins for permitting us to post his kind words from AGLCA’s Forum for two CRUISERS NET SPONSORS, Myrtle Beach Yacht Club on the northerly banks of Coquina Harbor and Osprey Marina at mile marker 373 on the ICW south of Myrtle Beach, SC.

      There are so many nice, convenient marinas in the Myrtle Beach area. My three favorite are The Myrtle Beach Yacht Club which is in North Myrtle Beach. It’s a great marina, right on Hwy 17 and convenient to many things. To me it feels like a marina, not really a “Yacht Club”, very welcoming to transients and affordable. Next is Wacca Wacce, which you had a recommendation on. A third which is just a little North of Wacca Wacce is Osprey Marina. They are the nicest people and a quiet little marina. Not as convenient as the other two, but if you have a rental car would be just as good. No restaurant close by is the biggest drawback. There are also some high-end resort marinas around like Grand Dunes and Barefoot Yacht Club if you want. Have fun!

    • Request for Liveboard Marina Recommendations

      As so many of you have, Robert Waldrop and his wife are about to step off land and live on the water. If you have marinas that you can recommend as good liveaboard locations, let us hear from you.

      My wife and I are in the process of downsizing to acquire a liveaboard boat and become part-time cruisers, living full-time on our boat. Part of this process entails searching for liveaboard marinas, as we don’t necessarily want to be on the hook all the time especially as my wife will still be working full or part-time (she’s an OR scrub tech). We’re currently in North Carolina and planning to relocate to the west coast of Florida, depending on her new job location. Any information for marinas allowing liveaboards in North Carolina, South Carolina, or the west coast of Florida up thru Alabama (NOT GEORGIA – after this anchoring regulation issue they won’t see ANY money of mine!) would be welcome.

    • Tide Boards Missing, Hilton Head Bridge, AICW Statute Mile 557.5


      With a fixed vertical clearance of 65ft, Hwy 278 Bridge, called Skull Creek Bridge locally, crosses the Skull Creek portion of the Waterway. Our thanks to Blades Robinson for this notice.

      Both tide boards were missing. We tried to report this to the toll free number shown on the bridge and the phone line was disconnected. We ended up backing up through the bridge due to current flow and cleared with no issue.

    • Heat Closed Ben Sawyer Bridge, AICW Statute Mile 462, Charleston, SC


      Summer heat closed 1 bridge. Could it close more? With a closed vertical clearance of 31ft, Ben Sawyer Bridge is the last bridge before Charleston Harbor when southbound.

      Charleston is known for seriously hot weather, but it reached a new level om Monday.

      The Charleston area experienced a high of 100 degrees, with an even higher heat index — hot enough to warp the Ben Sawyer Bridge. “Extreme heat” expanded its steel structure to where it became stuck partially open. 

      Though other bridges in the state have experienced similar temperatures, Memorial Day marked the first time the Ben Sawyer Bridge bridge was forced to shut down due to the heat, according to the S.C. Department of Transportation. This is a relatively rare occurrence and not a sign of a problem with its structural integrity, state transportation officials said.

      The bridge remained shut down to vehicle traffic for four hours during the evening, much to Memorial Day beach-goers’ dismay. It eventually reopened to traffic around 9 p.m., but it remained closed to maritime traffic for most of Tuesday.

      “It isn’t common, but it’s not unheard of,” Kevin Turner, a SCDOT construction engineer, said of the bridge’s thermal expansion.

      As part of National Safe Boating Week, the South Carolina Department of Natural Resources offers these safety tips.

       

      Boating safety tips and reminders

      Do you know what you should do before you leave your home for a day on the water? Many of these steps are missed and can mean the difference between getting back home safely or not. 

      Before getting in the water

      Before leaving, make sure you fill out a float plan and let people know where you’re going, what route your taking, as well as what time you expect to be back. You can download the United State Coast Guard app to fill out your float plan and share it electronically.

      You’ll also want to get all your Personal Flotation Devices (PFD) together, make sure they are in serviceable condition AND are the correct size for all passengers, especially children. All PFDs should be stamped with “U.S. Coast Guard Approved” and include the type of PFD it is.

      There are five PFD types:

      • Type I: Offshore Life Jackets:
        • Best for all waters where rescue may be delayed and will turn unconscious wearers to face-up position
      • Type II: Near-shore Vests:
        • Best for calm, inland water where a quick rescue is likely.
      • Type III: Floatation Aids:
        • For general boating or the specialized activity, such as water skiing, hunting, fishing, canoeing, kayaking and others. Good for calm, inland waters, or where there is a good chance for fast rescue.
      • Type IV: Throwable Device:
        • Can be a square style, or a ring buoy or horseshoe buoy mounted on deck. 
        • NOTE– You must have one at arm’s length to throw over the side in an emergency. 
      • Type V: Special-use Devices:
        • Manual units are activated by yanking a pull-tab. Both types, Hybrid inflation and Automatic inflation, of inflatables feature blow-tubes to provide a back-up method of inflation.

      You should also check your fuel level and battery charge before heading out. If possible, have an extra battery for your boat. Make sure your lights are in good working condition on the boat AND trailer, as well.

      In addition to PFDs, you’ll also need to have a fire extinguisher readily accessible and in good serviceable condition.

      Also, remember to put the plug in.


      On the water

      Now that all that is checked-off, what should you know when you’re on one of South Carolina’s beautiful waterways?

      The first thing you should do is get familiar with the aids to navigation and buoy system in the area you’ll be in. Refresh your memory on what each symbol and color means.

      Lateral markers will mark the edges of safe water areas, directing traffic within a channel. Think of them as the yellow lines you see on the road. A red marker indicates the right side of the channel, and green will be the left side as a boater heads upstream or enters from open sea. Remember, all boats approaching from the right have the right of way and should keep the course.

      Non-lateral markers are navigational aids that give information other than the edges of safe water areas. The most common are regulatory markers which are white and use orange markings and black lettering. Non-lateral markers are found on lakes and rivers.

      • Information: Squares indicate where to find food, supplies, repairs, etc., and give directions and other information.
      • Controlled: Circles indicate a controlled area such as speed limit, no fishing or anchoring, ski only or no skiing, or “slow, no wake.”
        • The “no wake” zones will be marked by an official SCDNR logo
      • Exclusion: Crossed diamonds indicate areas off-limits to all vessels such as swimming areas, dams, and spillways.
      • Danger: Diamonds warn of dangers such as rocks, shoals, construction, dams, or stumps. Always proceed with caution.

      Non-lateral markers


      While you can be prepared as much as possible, it won’t always stop something bad from happening. However, being prepared could keep the situation from being worse.

      If someone does fall overboard, immediately turn the boat off and throw something that will float, like a PFD, raft or cooler to the person. You should have it easily accessible and not tied down. If your boat capsizes, stay with the boat! You will have a better chance of being seen by rescue crews.

      South Carolina has the perfect conditions for pop-up thunderstorms during the summer. If you get caught in one, head into the wind and have everyone, including yourself, put on PFDs. Also, keep passengers low in the boat.

      Don’t operate any watercraft while under the influence of alcohol or drugs. If you see any potential boating, fishing or hunting violations, call Operation Game Thief’s 24-hour hotline at 1-800-922-5431 to report it.

      Osprey Marina

      A CRUISERS NET SPONSOR, popular Osprey Marina is at mile marker 373 on the Intracoastal Waterway south of Myrtle Beach, SC. Thankfully, Osprey Marina has almost completely recovered from the damages of hurricane Florence. Our thanks to Loopers Steve Quinn and Brenda Sanderson for these good words as posted on AGLCA’s Forum.

      I needed about three weeks of harborage myself in the same area so I chose Osprey Marina. Great folks, clean family run marina and very well protected. I called pretty much last minute to make reservations and they did work me in. Highly recommended. I will be returning to my boat approximately May 10.

      2nd Steve Quinn’s recommendation. if you can go North a little more, you won’t find much of a friendlier and well protected marina. Last trip through southbound, they paid two dock hands OT to receive us an hour after closing to make sure we made it in. Cheap diesel too. We love Osprey. On our way north recently we stopped to fuel and pump out at Wacca Wache. Over 25 cents more per gallon on diesel than Osprey and a whopping $25 for a pumpout.

    • Tom Hale Reports: Problem Stretch South of McClellanville, AICW Statute Miles 430-433


      The waterway south of McClellanville all the way to the Ben Sawyer Bridge has been shoaling for years and Cruisers Net still recommends mid to high tide for passage through this section. Our thanks to Tom Hale for this report posted on AGLCA’s Forum. See Bill Reynolds for another report from October 2018.

      Shallow waters ICW Markers 40-35 near McClellanville
      The section of the ICW called the “South of McClellanville” section is one of the longest and shallowest trouble spots on the ICW. While there are some places with 8-10 feet of water, there are also stretches with less than 5 feet of water at MLLW. If you drift out of the “channel” you will find water less than 3 feet. So, what defines the channel? How do you find it?

      We transited this section for the eleventh time on March 31, 2019. We are using 4 navigation products. We have NOAA charts on Coastal Explorer as our primary navigation system, a Navionics chart chip in our chart plotter, and two iPad navigation apps, Navionics and Aqua Map. The NOAA chart 11518 is of almost no help through here: it lacks any depths and does not indicate the edge of the channel. It can’t: the channel has shifted since last NOAA surveys. You will however, have almost seven feet of tide here, so if you draw more than 4.5 feet you should wait for a rising tide before entering this piece of water. This stretch will require that you have a bit of tidal help.

      From Downtown Charleston – Take Highway 17 North over the Ravenel Bridge toward Georgetown. Once in Mt. Pleasant, on the other side of the bridge, continue on 17 N approximately 8 miles. Take a left on Highway 41 at the CVS. Continue on Hwy 41 for 5.4 miles. After crossing over the Wando River take a left on Clements Ferry Road. Continue 0.8 miles and take a left on Fogarty Lane. The City Boatyard will be on your right.

      From North Charleston – Take 526 toward Mt. Pleasant. Take Exit 23 North on 526 (Clements Ferry Road). Continue 7.4 miles on Clements Ferry Road. Take a right on Fogarty Lane. The City Boatyard will be on your right.

      By Sea…

      The City Boatyard is located at Buoy #40, N 32.55.767 W 079.49.967. The City Boatyard is located on the Wando River north of the Charleston Harbor. Follow the Wando River and the Boatyard will be on the north side of the river, past the Don Holt Bridge (I-526) and immediately before of the Highway 41 bridge.
