      AIWA Annual Meeting ~ November 17-18, 2021 in Atlantic Beach, FL

      Early registration ends today — November 1st — and we have a packed agenda with topics of interest for all waterway users. One of our meeting highlights is the annual ‘State of the Waterway’ presentations by each of the U.S. Army Corps of Engineers Districts, and we will have more than 30 representatives from the Corps joining us to engage with participants.

      We are also excited to welcome Captain J. C. Flumignan, Director of the Office of Maritime Intermodal Outreach for the Maritime Administration-U.S. DOT.  Capt. Flumignan will be on hand to discuss the Marine Highways Program and opportunities for increased waterborne transportation to support the delivery of goods across the U.S., a timely discussion with the current supply chain challenges facing the country. We will also be joined by our federal partners at NOAA, and waterway stakeholders from across the spectrum including presentations by dredge companies, non-federal waterway project sponsors, and recreational boating associations.

      This is the preeminent gathering of experts, project managers, and users of the Atlantic Intracoastal Waterway (AIWW), and we hope you will join us on November 17-18.  More information including registration and sponsorship information can be found on our conference webpage

      We welcome a new addition to the AIWA Annual Meeting this year! 

      The Council for Dredging & Marine Construction Safety (CDMCS) Q4 meeting will be held in collaboration with the Atlantic Intracoastal Waterway Association on Thursday, November 18 beginning at 1:00 PM at the One Ocean Resort Hotel in Atlantic Beach, FL. Topics will include:

      • A video on Beach Nourishment Safety, new methods for training new and experienced employees in an ever-changing diverse workforce.
      • New hire discussions on the availability of skilled employees and what the future holds in apprentice programs.
      • Reports and statistics from both US Army Corps of Engineers & Industry.  A comprehensive review of safety accidents and incidents trends from the past year.  
      • A group discussion on Covid-19 management and implementation of company policies. Also, upcoming mandates and COVID-19 action plans.   

      This meeting is open to all attendees to the AIWA Annual Meeting. Participants to the CDMCS meeting must register to attend the full AIWA Annual Meeting or the Thursday, November 18th sessions.  Sign up for the workshop on the AIWA website here.

      Federal Appropriations Update

      “Will it happen?” That is the big question in Washington, D.C. While we expected to have a vote on the Build Back Better Agenda last week, our fingers are crossed that it might move forward this week. Specifically, we are laser-focused on the Infrastructure and Investment Jobs Act portion that has already passed the U.S. Senate. This appropriations bill includes $4 billion for Operations & Maintenance projects for the U.S. Army Corps of Engineers.  Similar to the Additional Funding “pots” that we advocate for in the annual Energy & Water appropriations bill each year, these funds will be allocated by the Corps to new and existing projects like the dredging and maintenance of the Atlantic Intracoastal Waterway.
       
      Speaking of funding pots and annual appropriations bills, the FY22 Energy & Water Development Appropriations Bill has still not been passed by Congress. This appropriations bill includes money designated for each state along the AIWW, in addition to Additional Funding for Navigation, Inland Waterways and Small, Remote and Subsistence Navigation. Currently, the federal government is operating under a Continuing Resolution until December 3rd since the 2021 fiscal year ended on September 30th. Our hope is that this bill along with other appropriation bills will be passed by that date and the government will be funded for the remainder of Fiscal Year 2022, and the new work can commence.  We look forward to reporting good news next month!
       
      AIWA ‘On the Road’
      The AIWA is a supporter and active participant in the North Carolina Beach, Inlet, and Waterway Associationand Executive Director Brad Pickel will give an AIWA update at the upcoming NCBIWA Fall Conference on November 4-5 in Wilmington, NC.
