      It’s hard to believe it’s been five years since we started our work to protect and enhance our Outer Banks national parks.

      We officially launched Outer Banks Forever during National Park Week in April 2019. Check out our founding Board of Directors (pictured above) at one of our very first meetings at Wright Brothers National Memorial – each of them has stayed dedicated to our mission and we’ve added three amazing new board members since then!

      Meet Your Ranger: George S. Jaramillo
      Our Meet Your Ranger series introduces you to the many amazing people who support our Outer Banks national parks every day!

      This month, we’re pleased to introduce you to George S. Jaramillo, Historical Architect for our Outer Banks national parks!

      A typical week can take George anywhere from inside the Wright Brothers Monument assessing the granite stones to climbing up the Ocracoke Lighthouse.

      He can also be found searching through the countless volumes of research materials in park archives including maps, station logs, photographs, and other primary resources.

      In his free time, George enjoys road trips to nearby locales or far off sites — be they eccentric historic sites, enjoying local food fare, or visiting roadside museums, secluded natural areas, or cities!

      Over the next two years, these students will build their very own, two person “flying machine” on the very grounds where brothers Wilbur and Orville Wright achieved their world-changing first flight on December 17, 1903!

      National Park Week 2024
      National Park Week is almost here! This year, National Park Week will take place from April 20 through April 28.

      Highlights for the week include:

       

      Ocracoke Island Beach Cleanup – April 20

      • Where: Ocracoke Lifeguard Beach Access
      • When: 1 to 3 p.m.
      • Details: National Park Service rangers will be on site to complete volunteer paperwork and hand out beach cleanup supplies like trash bags and gloves. Make sure to wear comfortable work clothing and sunscreen. Don’t forget your water and any snacks you may need!
       
      We’ll be celebrating our fifth birthday at Swells’a Brewing on Saturday, April 27, and you’re invited! There will be a food truck from 5 to 9 p.m., live music from 6 to 9 p.m., and we’ll soon be announcing a new local partner who will be bringing sweet treats to enjoy!

      Save the Date: 2024 Adopt A Sea Turtle Nest Season Opening May 1!
      Sea turtle nesting season is almost here!

      Through our Adopt A Sea Turtle Nest program, you can symbolically adopt an active sea turtle nest on Cape Hatteras National Seashore! You will receive an official adoption certificate by mail and information about your specific nest when it hatches later this summer or fall.

      Our 2024 Adopt A Sea Turtle Nest season opens to the public on May 1, so mark your calendars! 

      Here’s how the program works:

      • Donate: Give a tax-deductible donation of $100 or more to reserve your 2024 sea turtle nest. Your gift will help us fund important projects that protect and enhance Cape Hatteras National Seashore and the vital habitat it preserves. You will receive a confirmation email for your donation. 
      • Receive your nest assignment: Sea turtles typically start to arrive in May and June, and will continue to arrive until late August. As nests become available, you will be assigned your sea turtle nest and receive an adoption certificate by mail with initial information about your nest. Please keep in mind that if you reserve a nest in May, you may not receive your initial information until late May, June, or even later depending on how many early adoptions are received.
      • Wait patiently for your nest to hatch! When your nest hatches later this summer or fall, you will receive a personalized update in the mail with information park rangers collect about your nest including the number of hatchlings that made their way out to sea.You can read our frequently asked questions for even more information about our Adopt A Sea Turtle Nest program!     • Action Needed: Save Recreational Boating and Coastal Economies – Boating United

      A proposed regulation that would decimate recreational boating and devastate coastal economies along the East Coast is making its way through the federal rulemaking process, and we need your help to stop it. The rule could become law at any moment – we must act NOW.

       

      Tell Congress to Urge the Administration to Withdraw the Harmful Vessel Speed Restriction Rule

       

      The National Oceanic and Atmospheric Administration (NOAA) has proposed expanding its North Atlantic Right Whale Vessel Strike Reduction Rule to limit the speed of recreational boats 35 ft. and greater to 10 knots (11 mph) in areas up to 90 miles offshore for a good portion of the year. This would severely limit access to the Atlantic Ocean in the fall, winter and spring, putting lives at risk, as small boats cannot safely travel at these slow speeds in the open ocean. The rule was developed without any input from the recreational boating industry, which supports 812,000 jobs and 36,000 small businesses. The rule ignores existing and emerging technologies that could be deployed to reduce vessel strike risk and save marine mammals.

       

      Make your voice heard – tell your members of Congress to write the Biden administration and urge them to withdraw this harmful rule. Instead of a blanket speed restriction, NOAA must engage with the industry to develop and implement balanced, technology-focused solutions to protect both marine life and the boating economy.

    • More on Miami Anchoring Restrictions – Wally Moran

      Wally Moran is an experienced cruiser who fights continuously for boaters’ rights. Florida’s infamous anchoring bans and heavy handed marine police have endangered boaters for years. See Call to Action  and More on Florida House Bill 437.

      Unfortunately, the city of Miami Beach is refusing to see reason and continue attempting to remove the legally anchored boaters within the city waters.
      Following the defeat in the legislature of a bill creating 600 foot offsets from Miami Beach which would have made anchoring within the city impossible, the city then came up with a docking “contract”. This contract would have permitted, with certain conditions, more than the current 20 minute access to the only available dock for shore access in town. 

      Note that the city has contracted with Sea Tow to remove dinghies anchored over this time, with a return fee of $600. Seems the company doesn’t recognize who its actual customers are. As a result of the time limit, the local boaters have been dropping off and picking up one another to get to and from shore.
      The proposed contract, which would have been established via a city ordinance, mandated that use of the dock could be had for a monthly fee of $750. This got you access to the dock and a Porta potty in the parking lot, clearly one of the better deals we’ve seen lately /sarc off.
      However, you had to anchor more than 1000 feet from the city. Since the water in this area shallows out to under five feet at this distance, that meant the nearest location you could anchor was well over a mile away, in Miami, or in Key Biscayne.
      Now let’s not pay attention to the fact that this “deal” violated Fl § 327.60, which states that local governments may not enact or enforce anchoring ordinances. Let’s also not pay attention to the fact that a contract which contains illegal conditions is unenforceable. And let’s not pay attention to the other onerous conditions within the “contract” that also violated various Florida statutes. There were several.
      Local boaters protested vigorously at the next city commissioners meeting, resulting in Commissioner David Suarez stating that if the boaters didn’t like it, then the city would just totally bar access to the dock for the boaters.
      At a special meeting on the issue the following week, tempers flared as Suarez continued to push this piece of garbage. His only concession was to reduce the offset to 700 feet, creating an anchoring area that was on top of a major channel leading from Miami to Government Cut, thus creating a hazardous situation.
      The USCG is investigating this proposal.
      When all of his plans were explained to him as both illegal and unacceptable, Suarez blew those criticisms off. He then stated that the city would simply bar access to the dock by disallowing anchored boaters to pick up and drop off, and restrict dock usage to Miami Beach residents.
      Brilliant strategy. Not!
      The docks in question were funded in part by Florida Inland Navigational District, and when I informed the organization of this new policy, they quickly advised the city of Miami Beach mayor and commissioners that they couldn’t restrict the docks in this manner.
      So here’s the scorecard for the city of Miami Beach, what they’ve done since December to remove the boaters.

      First the city claimed the boaters were polluting the harbor. Turns out, that’s on the city and the Surfriders Foundation weekly tests prove – and they said publicly — it’s not the boats, it’s the city’s pipes. “The boats are not the problem” was the actual statement, and in any event, the harbor is among the least polluted sites they test on Biscayne Bay.

      So the next claim was that the boaters were damaging the seagrass. Another no. FIU’s professor, marine patrol Sergeant Revende stated in a televised interview that there’s little to no seagrass on the bottom. Even the city’s own survey stated as much!

      So next was state legislation. Nope, we beat the city there with the help of CruisersNet, Cruisers Rights Network of North America (of which I’m president), Boat US, and over a thousand emails from annoyed boaters to members of the legislature.

      In December, they tore out the Collins Canal dock and Commissioner Suarez then went on tv to state that his goal was to force the boaters into “acting illegally” by “cutting their lifeline” for groceries, water, etc.
      Next Suarez comes up with the aforementioned docking “compromise”, which includes at least four violations of the Florida statutes. And now the dock fiasco, barring the boaters from the dock in violation of the city’s funding agreement.

      Suarez could be Barnum and Bailey reincarnated, and the rest of the commissioners his clown show, that’s how bad it looks.

      Today, the city commission will table the docking proposal and introduce the ordinance to block local anchored boaters from using the dock. It will be interesting to see what happens today and how the city chooses to deal with the continuing farce they’ve created.
