      Good News! UPDATE: Dredging Underway, Jekyll Creek Problem Stretch, GA AICW Statute Mile 683

      This long overdue dredging is very welcome, because the channel through this Problem Stretch seems to shift with each tide and, until the dredging proves otherwise, Cruisers Net still recommends mid to high tide passage.


      Below is a link to information about the dredging of Jekyll Creek off Jekyll Island set to begin  April 10 (date revised March 11, 2019). Crews will arrive Monday for staging. This has been a long time in the making. Jekyll Creek is one of the most shallow points in the Atlantic Intracoastal Waterway in Georgia and has not been dredged since 1998.

      Additionally, the U.S. Army Corps of Engineers will be using two new techniques to manage dredge sediments. You can read all about it in the link below. Please don’t hesitate if you have questions. I’m also working on putting a short video together about this with some drone footage showing the locations referenced on the website. I expect to have that available tomorrow for TV stations and anyone else who’d like it.

        By now everyone cruising the ICW should know that Jekyll Creek is being dredged.
        We came thru there today (May 2/19) near high tide and saw 2 ft MLW near the infamous marker 19. The dredge is at the north end and will be working its way south. Completion is scheduled for June 15. So don’t strike this off your list of Georgia problem stretches yet.

      Tom Hale Reports: Problem Stretch South of McClellanville, AICW Statute Miles 430-433

      The waterway south of McClellanville all the way to the Ben Sawyer Bridge has been shoaling for years and Cruisers Net still recommends mid to high tide for passage through this section. Our thanks to Tom Hale for this report posted on AGLCA’s Forum. See Bill Reynolds for another report from October 2018.

      Shallow waters ICW Markers 40-35 near McClellanville
      The section of the ICW called the “South of McClellanville” section is one of the longest and shallowest trouble spots on the ICW. While there are some places with 8-10 feet of water, there are also stretches with less than 5 feet of water at MLLW. If you drift out of the “channel” you will find water less than 3 feet. So, what defines the channel? How do you find it?

      We transited this section for the eleventh time on March 31, 2019. We are using 4 navigation products. We have NOAA charts on Coastal Explorer as our primary navigation system, a Navionics chart chip in our chart plotter, and two iPad navigation apps, Navionics and Aqua Map. The NOAA chart 11518 is of almost no help through here: it lacks any depths and does not indicate the edge of the channel. It can’t: the channel has shifted since last NOAA surveys. You will however, have almost seven feet of tide here, so if you draw more than 4.5 feet you should wait for a rising tide before entering this piece of water. This stretch will require that you have a bit of tidal help.

The FCC has been petitioned by a ham radio user to allow 3rd party monitoring to intercept commercial messages. The requested ruling is from this single individual and not from the FCC.       Use of Routes and Tracks by Robert Sherer

      These observations and good advice come from Robert Sherer on his blog, Bob423. Thank you Robert!

      I was asked this morning via an email about using routes and tracks. I thought the reply may be of general interest so I’ll repeat it here.

      I use Aqua Map on an iPad at the helm. I do have an old chartplotter but I use the iPad with Aqua Map for navigation. I have two types of files for downloading: routes and tracks.

      Routes are for shallow sections of the ICW. I maintain them as conditions change through the year so they remain current. There are about two dozen routes reflecting the many shallow sections of the ICW. They are in GPX format which is accepted by Aqua Map and many other apps (except Navionics).

      Tracks are my path down the ICW in the fall. They are good at the time I recorded them and the date of the track is in the track name. They are not updated like routes are so their accuracy may degrade with time as the ICW changes. I will be adding new tracks this spring. They are available in both gpx and kmz format. Starting this spring, the kmz format will show the depth I saw at any point on the track with a tap.

      Aqua Map Marine will run on either an Apple or Android device. Just be sure to get a device with a gps chip which is required for navigation. All phones have one but for Apple products, only cellular capable iPads have the chip.

      A cellular contract is not required to use the gps chip but a cellular capable iPad is required. Many Android tablets come with the gps chip by default, you have to look at the specs. All tablets and phones are WiFi capable but WiFi is not needed while used for navigation at the helm, Aqua Map charts are stored on the tablet.

      You can use your phone’s hotspot for a WiFi signal but the gps positioning data is not transferred to the iPad. You can actually navigate with your phone but the screen is kind of small, that’s why I have an iPad.

      Tom Hale Comments on Confusing Area South of Fernandina Beach, FL AICW Statute Mile 719.5

      Our thanks to Tom Hale for his insight on this troublesome area south of Fernandina. See NAV ALERT of April 14th.

      For some reason the section between STM 717 and STM 719 is confusing to some. It needn’t be.
      Northbound after exiting Kinglsey creek you are in the Amelia River. Stay to the east side past R2. The charts show the deepest water on the lower east side. I have used the upper west side at the G2 bend of the river for about 5 years, as the water is deeper along the western shore The eastern channel has at least 8 feet of water at MLLW. The western channel has 12+ at MLLW . This is one place you do not want to follow the NOAA magenta line. It takes you right across the shoal in the middle of the river. At the northern end of either channel you will turn sharply to the east. At this point there are two green ATONs G1 and G1A. As of t4/15/2019, up to date NOAA chart show both G1 and G1A, a steel pole driven firmly into the river bottom with green day boards. As you turn the corner you must follow the south bank of the river. Stay away from R18,16 and 14 as they are marking a shoal. Both the sonar charts and USACE surveys show this south side of the river as the preferred route. Stay along the shore until you are past the paper mill. Then head towards Fernandina Beach Marina.

      Southbound is equally simple. Pass Fernandina Beach Marina and then hug the east and south shores past the paper mill. Head west past G1 and G1A to the western side of the river and turn south along the western shore. The attached Sonar Charts give a clear picture of the route. The USACE survey only covers the section north of G1.

      The Gulfport Area Chamber of Commerce will host its 25th Annual Spring Fest Garden Art & Faerie Festival along the green and tree-covered expanse of Gulfport’s 7.5-acre Clymer Park, on April 27 – 28, 2019. The Garden Art & Faerie themed festival will transform the park into an “enchanted village” inhabited by costumed faeries, sprites, gnomes, ogres and trolls. Renaissance-era characters, gypsies, minstrels, wizards and roving entertainers in costume will also stroll through the event.
       
      Spring Fest will offer a wide variety of family friendly activities and entertainment. Favorite activities such as May pole dances, a faerie house contest, costume contests and live music will be returning. A children’s area will offer activities including face painting, pixie dusting, bubble blowing, and more. Vendors offer plants, garden art, flowers, herbs, Renaissance-period items, clothing, jewelry, art, hand-made crafts, food & beverages, and other items of whimsical interest.
       
      There is no admission fee for the pet and family friendly event, and complimentary parking is available with gratis trolley rides to and from off-site parking areas.

      New Scholarship for LGBTQ Gulfport Student 
       
      The LGBTQ Resource Center at Gulfport Public Library is proud to announce it is offering a $1000 scholarship for the continuing education of an LGBTQ student from Gulfport. The Resource Center’s inaugural LGBTQ Scholar Award is intended to help students continue their post-graduate education, whether in college or trade school.
       
      Applicants must be at least 16 years of age and have completed high school by June 2019. They must have a home address within the last two years in Gulfport and be currently accepted to or already attending an accredited post-secondary institution. Finally, applicants must be registered for full-time attendance in the fall of 2019 in an undergraduate, graduate or trade school program.
       
      Application packets may be picked up at the Gulfport Public Library (5501 28th Ave. S.) or accessed online at www.mygulfport.us/lgbtq-resources.

      Call for Applicants for its 2019/2020 “Rise and Shine” Grants for eligible artists currently residing in Pinellas County
       
      The Gulfport Merchant’s Chamber (GMC) has announced a call for applicants for its 2019/2020 “Rise and Shine” Grants for eligible artists currently residing in Pinellas County. The purpose of the grants is to support Gulfport’s and Pinellas County’s creative community and to promote Gulfport as an art destination. Preference will given to artists residing in Gulfport. Applicants must be 18 years of age or older. Two grants, including funding, marketing/advertising support, and exhibition space will be offered with a total value of $1000 each. Deadline to apply is July 31.
       
      Each grant includes $500 up front to be used exclusively for displays, materials and supplies related to the artist’s aspirations; $300 in 10 paid booth reservations at the twice monthly Gulfport Art and Gallery Walks within a one-year period, with direct professional social media and marketing support; quarterly mentorship with a professional artist board member and one-on-one consultations with the art committee throughout the year; and $200 after completing 10 events and a post grant report. All grant monies are expected to go directly into the artist creating work and creating a professional display that can be used for future festivals and shows.

      Call for Applicants for its 2019/2020 Community Support Grant Program
       
      The Gulfport Merchant’s Chamber (GMC) has announced a call for applicants for its 2019/2020 community support grant program. Local non-profit organizations that target or include Gulfport in their activities are invited to apply. Applicants must be certified tax-exempt non-profit organizations, government entities requesting funds for public purposes, or schools and colleges at any level.
       
      For more details and to apply, see the application available atwww.VisitGulfportFlorida.com. Click on “Community Grant” at the bottom of the home page. Submission of an application does not guarantee funding and the Board of the GMC reserves the right to determine or adjust the amount awarded to any recipient. Applications must be received in writing and must be emailed, postmarked or delivered no later than March 31, 2019. Applications received after the deadline cannot be considered. Decisions on recipients are scheduled to be announced by April 27. 
       
      Special consideration will be given to organizations that are able to help promote and provide volunteers for the GMC events that raise the funds making these grants possible. “Gecko World” events with funds earmarked each year for community giving include “Gecko Crawl,” “Gecko Ball” and the GeckoFest street festival. The events grow in size and popularity every year and each requires a large promotional effort and a large number of volunteers. Grant amounts will be determined and funds distributed to grantees after these GMC events have concluded for 2019.
       
      Since sponsoring the community grants, the GMC has provided many thousands of dollars in funding to a large and growing roster of worthy non-profit organizations. The GMC also gives back to the community in other ways during the year, including sponsoring “Gulfport’s Get Rescued” each February, benefitting animal rescue groups. A monthly Clothing Swap benefitting CASA is held during the Gulfport Tuesday Fresh Market; and the GMC’s “Holiday Hoopla” helps collect donations for Operation Santa in December. Public art installations have also been commissioned and installed with GMC funding.

      City of Gulfport is proud to announce the launch of the new City of Gulfport app for iOS and Android mobile devices, the newest way to connect with its citizens.
       
      The Official City of Gulfport app offers citizens a simple way to submit requests-like reporting potholes, signs, trash or debris, code violations, and inquiring about an event venue. Users can include an address and description, GPS-specific location, as well as a photo of the issue. Once a request is submitted, you can keep track of pending and completed requests within the “My Requests” section. In addition, the City app has direct links to the online utility bill payment system, the City calendar, frequently asked questions, the city employee directory, the sanitation department, and the electronic newsletter signup.
       
      The City App allows residents to connect more conveniently with City government to report issues and request non-emergency services.       2020 Census: How to Get Involved
       
      The 2020 Census provides an opportunity for everyone to be counted. Tribal, state, and local governments; community based organizations; faith-based groups; schools; businesses; the media; and others play a key role in developing partners to educate and motivate residents to participate in the 2020 Census.
       
      When community members are informed, they are more likely to respond to the census. Through collaborative partnerships, the U.S. Census Bureau and community leaders can reach the shared goal of counting EVERYONE in 2020.
       
      The Complete Count Committees (CCC) program is key to creating awareness in communities all across the country.
       
      • CCCs utilize local knowledge, influence, and resources to educate communities and promote the census through locally 
      • based, targeted outreach efforts. 
      • CCCs provide a vehicle for coordinating and nurturing cooperative efforts between tribal, state, and local governments; communities; and the Census Bureau. 
      • CCCs help the Census Bureau get a complete count in 2020 through partnerships with local governments and community organizations.
       
      WHO?
      Tribal, state, and local governments work together with partners to form CCCs to promote and encourage response to the 2020 Census in their communities. Community-based organizations also establish CCCs that reach out to their constituents.
       
      WHAT?
      A CCC is comprised of a broad spectrum of government and community leaders from education, business, healthcare, and other community organizations. These trusted voices develop and implement a 2020 Census awareness campaign based upon their knowledge of the local community to encourage a response.
       
      WHEN?
      The formation of CCCs is happening NOW! Leaders are identifying budget resources and establishing local work plans. In 2020, they will implement the plans and lead their communities to a successful census count.
       
      HOW?
      It’s up to all of us! CCCs know the best way to reach the community and raise awareness. Some activities could include:
       
      • Holding CCC kickoff meetings with media briefings.
      • Participating in Census rallies or parades.
      • Coordinating Census unity youth forums.
      • Hosting Interfaith breakfasts and weekend events.
      • Encouraging the use of Statistics in Schools classroom resources.
      • Incorporating census information in newsletters, social media posts, podcasts, mailings, and websites.
      • Helping recruit census workers when jobs become available.
       
      WHY?
      The primary goal of the 2020 Census is to count everyone once, only once, and in the right place. Community influencers create localized messaging that resonates with the population in their area. They are trusted voices and are best suited to mobilize community resources in an efficient manner.
